Professor Geoff Masters is CEO and a member of the Board of Directors of the Australian Council for Educational Research (ACER).

He is an international authority in educational measurement and student assessment and has published extensively in these fields. From 1988 to 1998, he played a key role in supporting all Australian States and Territories in their introduction of systemwide assessment programs. He was a member of the national Curriculum and Assessment Committee that oversaw the development of curriculum statements and profiles for Australian schools, and he directed the only national survey of Australian primary students’ literacy skills. During this time, he also chaired the Technical Advisory Committee of the International Association for the Evaluation of Educational Achievement (IEA), the Rasch Special Interest Group of the American Educational Research Association, and the Technical Advisory Group of the OECD Programme for International Student Assessment (PISA).

Although much of his research has been focused on questions of validity and reliability in large-scale tests and surveys, Professor Masters has a special interest in using developments in modern measurement theory to construct improved tools for professional practitioners. He conceptualised and co-authored the widely-acclaimed Assessment Resource Kit (ARK: a series of booklets and videotapes for classroom teachers) and the Developmental Assessment Resource for Teachers (DART: thematic, outcomes-based assessment materials).

He is currently a professorial associate of the University of Melbourne, President of the Asia-Pacific Educational Research Association and President of the Australian College of Educators.
