Dr Graham Maxwell is Deputy Director (Research and Policy) of the Queensland Studies Authority. The Queensland Studies Authority is a statutory authority responsible for the development of syllabuses for use by Queensland schools in P–12. It is also responsible for the statewide tests of literacy and numeracy in Years 3, 5 and 7, the Queensland Core Skills Test in Year 12 and the moderation of school-based assessments in Years 11 and 12.
 
The Queensland Studies Authority plays an important role in delivery of the Queensland Government's education reform agenda and in representing the interests of both government and non-government schools. The responsibilities of the Deputy Director (Research and Policy) include the development and implementation of a research strategy for the authority and the development of discussion papers on policy issues, including assessment and reporting issues.
 
Dr Maxwell has over 40 years' experience in education, including more than 35 years' experience in educational research focussed on educational assessment. He has published and consulted widely both nationally and internationally and is an advocate for authentic, contextualised and standards-based assessment and its use in improving student, teacher, school and system performance.
